Securing a Locational Clearance (OCZA)

 

Steps in applying for Locational Clearance for Business:

 

  1. Fill out Application for Locational Clearance (OCZA Form 2) and submit the same to the Receiving Clerk together with the required attachments/documents

  2. Pays Zoning Fee to the Cashier at the City Treasurer’s Office

  3. Submit machine copy of the payment receipt to the attending Evaluation Officer and get schedule for the on-site Joint Inspection

  4. Receive Locational Clearance (OCZA Form 4) with a signed acknowledgement

 

Requirements:

  1. Duly accomplished and notarized application form

  2. Any of the following requirements relative to Right Over Use of Land / Building:

     

2.1 (a) For Owner Applicant:

  1. Current Real Property Tax Receipt of Lot / Building where business is to be conducted

  2. For New Building, Certificate of Occupancy

 

      (b) In case not registered in the name of the applicant, submit the following:

  1. Current Real Property Tax Receipt of Lot / Building where business is to be conducted

  2. Notarized authorization from the owner to use lot / building / structure

  3. For new building, Certificate of Occupancy

 

2.2  For Lessee Applicant

  1. Notarized Lease Contract between Lessor and Lessee. (Lease Contract must contain specific location of business establishment)

  2. For new building, Certificate of Occupancy

 

2.3  For Sub-Lessee Applicant

  1. Notarized Lease Contract between Lessor and Lessee

  2. Notarized Contract between the Sub-Lessor and the Sub-Lessee must contain specific location of business establishment

  3. For new building, Certificate of Occupancy

 

3.  Vicinity Map showing the exact location of Business Establishment

4.  Barangay Clearance where business establishment is to be located

5.  Zoning fee

6.  Authority tofollow-up / claim Clearance

Locational Clearance

Securing a Sidewalk Enclosure Permit:

To erect, construct, put up a sidewalk enclosure in any sidewalk in Iloilo City, you must first obtain / secure a sidewalk enclosure permit from the City Engineer’s Office

 

Steps in applying for Sidewalk Enclosure Permit:

 

  1. Submit duly accomplished forms, plans and all required documents to the City Engineer’s Office, 4th Floor, City Hall Building for initial evaluation of basic requirements.

  2. After verification and compliance of the basic requirements, have documents stamped “Received” by the said office for final and detailed technical evaluation and issuance of order of payment / billing statement

  3. After three (3) working days, secure the order of payments / billing statement together with the returned documents and plans if there are corrections to be made or complied after the final and detailed technical evaluation.

  4. Return corrected or complied documents and plans together with the Official Receipt (O.R.) to the said office for issuance of permit

  5. Receive issued documents and plans by the owner / applicant

 

Basic Requirements:

 

  1. Lot plan, picture of area to be enclosed, site vicinity and site development plan

  2. Sidewalk enclosure plan and section with respect to property line, curb and gutter showing pedestrian protection, signed and sealed by the Architect or Civil Engineer and approved by the owner / applicant

  3. Transfer Certificate of Title (TCT)

  4. Duly accomplished application forms

  5. Any other requirements or documents deemed necessary in support to the issuance of the permit

 

Note: Original O.R. of Sidewalk Enclosure Permit Fees payment with two (2) photocopies must be attached to the application forms prior to the issuance of the

Securing a Sanitary Permit (City Health Office)

Steps in applying for Sanitary Permit:


1.    Submit all requirements listed below at the Sanitation Division, City Health Office, 2/F Iloilo City Hall
2.    Wait for your Sanitary Permit to be issued

A.    Commercial Establishments

1.    Current year Business Tax Receipt
2.    Green Health Card for the Employees
3.    Certification Issued by Sanitary Inspector


B.    Food Establishments

1.    Current year Business Tax Receipt
2.    Yellow Health Card for Employees
3.    Water Analysis Result (Bacteriological)
4.    Checklist issued by Sanitary Inspector


C.    Water Refilling Station and Water Depot

1.    Current year Business Tax Receipt

3.    Water Analysis Result (Physical, Chemical and Bacteriological)
4.    Operational Permit from the Department of Health (DOH)

Note:

  1. Business establishments are re-inspected quarterly by the Sanitary Inspectors

  2. Should there be any complaints/violations  or the establishment poses health hazards to the nearby residents, the Division will issue three (3) notices of violation to comply with the requirements/conditions

  3. If the Division didn’t get any response or requirements/conditions have not been complied, the establishment will be issued a Temporary Closure Order and the Sanitary Permit may be revoked.

Sanitary Permit

Securing a Building Permit:

To erect, construct, enlarge, alter, repair, move, improve any structure or building in Iloilo City, you must first obtain / secure a building permit from the Office of the Building Official, City Engineer’s Office

 

Steps in applying for Building Permit:

 

  1. Submit duly accomplished forms, plans and all required documents to the City Engineer’s Office, 4th Floor, City Hall Building, for initial evaluation of basic requirements

  2. After verification and compliance of the basic requirements, have documents stamped “Received” by the said office for final and detailed technical evaluation and issuance of order of payment / billing statement

  3. After three (3) working days, secure the order of payment / billing statement together with the returned documents and plans if there are corrections to be made or complied after the final and detailed technical evaluation

  4. Return corrected or complied documents and plans together with the Official Receipt (O.R.) to the said office for issuance of permit

  5. Receive issued documents and plans by the owner / applicant.

 

Basic Requirements:

 

  1. Seven (7) sets of Plans and duly accomplished application forms with seven (7) sets of specifications, bill of materials and estimate, and construction safety and health plan ((CSHP) signed and sealed by duly registered Civil Engineer or Architect, Master Plumber, Professional Electrical Engineer and Professional Mechanical Engineer on their corresponding discipline.

  2. Three (3) copies of Transfer Certificate of Title (TCT), lot plan and current tax receipt, Contract of Lease / Memorandum of Agreement / Authority or Consent to construct from the lot owner, if the property is not owned by the applicant.

  3. Three (3) copies of the following clearances:

    1. Barangay Clearance

    2. Locational Clearance from Zoning

    3. Fire Safety Evaluation Clearance

 

Other supporting documents (if necessary) in original and two (2) photocopies:

  1. Structural Design Analysis (for building / structure 2-storey and above)

  2. Soil Analysis (for building / structure 3-storey and above)

  3. Additional Clearances from:

    1. MIWD (for commercial building with 10 comfort room units and above)

    2. City ENRO (for commercial building with 15 comfort room units and above)

    3. Heritage Conservation Clearance from the Iloilo City Cultural Heritage Conservation Council (ICCHCC) for heritage buildings / structures

    4. High tension wire clearance inspection report (for structures 2-storey and above near a high tension wire/primary lines)

    5. Memorial Parks and National Housing authority (NHA) stamp approving such construction on the plans and/or Clearance for building/structures to be constructed under their jurisdiction.

    6. For building / structures near or on the vicinity of a creek or Iloilo River – clearance from the Iloilo-Batiano River Development Council (IBRDC) c/o City ENRO (council secretariat)

    7. DPWH Clearance – regarding Road Right-of-Way on National Roads, if required

    8. Proof of ownership documents, if owner is deceased, such as Deed of Adjudication, etc.

    9. Subdivision Plan indicating the sub-divided lots with corresponding lot number for subdivision owner / developer applying for permits

    10. Parking plan / analysis, if required

  4. Any other requirements or documents deemed necessary in support to the issuance of the permit

Securing an Occupancy Permit:

To use or occupy any structure or building in Iloilo City, you must first obtain / secure an occupancy permit from the Office of the Building Official, City Engineer’s Office

 

Steps in applying for Occupancy Permit:

 

  1. Schedule occupancy inspection with the City Engineer’s Office, 4th Floor, City Hall Building. (Note: Bring issued building permits, latest picture of the newly completed building / structure to be inspected and sketch indicating location of the newly completed building / structure to be inspected, if necessary)

  2. Submit duly accomplished forms, as-built plan (if required) and all required documents to the said office for initial evaluation of basic requirements.

  3. After verification and compliance of the basic requirements, have documents stamped “Received” by the said office for final and detailed technical evaluation and issuance of order of payment / billing statement

  4. After three (3) working days, secure the order of payments / billing statement together with the returned documents and as-built plans (if required) if there are corrections to be made or complied after the final and detailed technical evaluation.

  5. Return corrected or complied documents and as-built plans (if required) together with the Official Receipt (O.R.) to the said office for issuance of permit

  6. Receive issued documents and as-built plan (if required) by the owner / applicant

 

Basic Requirements:

 

  1. Seven (7) copies of Certificate of Occupancy with duly accomplished application of certificate of completion forms (building, plumbing/sanitary (if applicable), electrical (if applicable) and mechanical (if applicable) signed and sealed by duly registered Civil Engineer or Architect, Master Plumber, Professional Electrical Engineer and Professional Mechanical Engineer on their corresponding discipline, in charge of construction.

  2. Photocopy of the following issued documents:

    1. Set of plans

    2. Building, Electrical, Plumbing/Sanitary and Mechanical permits

  3. Pictures of the building/structure showing all sides

 

Other supporting documents (original and 2 photocopies):

 

  1. Certificate of Zoning Compliance

  2. Fire Safety Inspection Certificate

  3. Picture of the building/structure nearest to PECO high tension line / wire (for structure 2-storey and above in the vicinity of the PECO high tension line / wire)

  4. For Heritage Structure – Iloilo City Cultural Heritage Conservation Council (ICCHCC) Certificate of Compliance

  5. Certificate of Compliance from Iloilo-Batiano River Development Council (IBRDC) c/o the City ENRO (council secretariat) for structure / building near or on the vicinity of a creek or Iloilo River

  6. As-built Plan, if there are significant changes made during the implementation stages in relation to the issued plan

Securing an Occupancy Permit for Direct Occupancy:

(For Malls/Commercial Building existing [old] tenants)

 

Steps in applying for Direct Occupancy Permit:

 

  1. Schedule occupancy inspection with the City Engineer’s Office, 4th Floor, City Hall Building

  2. Submit duly accomplished forms, as-built plan and all required documents to the said office for initial evaluation of basic requirements.

  3. After verification and compliance of the basic requirements, have documents stamped “Received” by the said office for final and detailed technical evaluation and issuance of order of payment / billing statement

  4. After three (3) working days, secure the order of payments / billing statement together with the returned documents and as-built plans if there are corrections to be made or complied after the final and detailed technical evaluation.

  5. Return corrected or complied documents and as-built plans together with the Official Receipt (O.R.) to the said office for issuance of permit

  6. Receive issued documents and as-built plans by the owner / applicant

 

Basic Requirements:

 

  1. Seven (7) copies of Certificate of Occupancy with duly accomplished application of certificate of completion forms (building, plumbing/sanitary (if applicable), electrical (if applicable) and mechanical (if applicable) together with five (5) copies of as-built plan of the structure, specification, bill of materials and estimates signed and sealed by duly registered Civil Engineer or Architect, Master Plumber, Professional Electrical Engineer and Professional Mechanical Engineer on their corresponding discipline, in charge of construction

  2. Barangay Clearance and pictures of the building/structure

 

Other supporting documents (original and 2 photocopies):

  1. Certificate of Zoning Compliance

  2. Fire Safety Inspection Certificate

  3. Contract of lease and certification from the mall / commercial building owner / administrator that the applicant is an existing (old) tenant on the said mall / commercial building, together with the issued Certificate of Occupancy of the mall / commercial building (photocopy only)

  4. Any other requirements or documents deemed necessary in support to the issuance of the permit

Securing a Demolition Permit:

To demolish any structure or building in Iloilo City, you must first obtain/secure a demolition permit from the City Engineer’s Office

 

Steps in applying for Demolition Permit:

 

  1. Submit duly accomplished forms, plans and all required documents to the City Engineer’s Office, 4th Floor, City Hall Building for initial evaluation of basic requirements.

  2. After verification and compliance of the basic requirements, have documents stamped “Received” by the said office for final and detailed technical evaluation and issuance of order of payment / billing statement

  3. After three (3) working days, secure the order of payments / billing statement together with the returned documents and plans if there are corrections to be made or complied after the final and detailed technical evaluation.

  4. Return corrected or complied documents and plans together with the Official Receipt (O.R.) to the said office for issuance of permit

  5. Receive issued documents and plans by the owner / applicant

 

Basic Requirements:

 

  1. Pictures of the building / structure to be demolished

  2. Three (3) copies of Transfer Certificate of Title (TCT) together with the current tax receipt of the lot and structure / building to be demolished and Barangay Clearance

  3. Three (3) copies of lot plan, site vicinity and site development plan, together with the detailed plan showing measure for the protection of pedestrian (if fronting road right-of-way), protective measure for nearby adjacent structures and/or the public (prepared by a Civil Engineer in-charge of the demolition and approved by the building / structure owner / applicant)

  4. Duly accomplished application forms

 

Other supporting documents (if necessary):

 

  1. Sidewalk Enclosure Permit (if the structure to be demolished is abutting a street)

  2. For Heritage Structures – Heritage Conservation Clearance from Iloilo City Cultural Heritage Conservation Council (ICCHCC)

  3. Any other requirements or documents deemed necessary in support to the issuance of the permit

Securing a Signboard/Billboard Permit:

To erect, construct, put up a signboard / billboard in Iloilo City, you must first obtain / secure a signboard / billboard permit from the City Engineer’s Office

 

Steps in applying for Signboard/Billboard Permit:

 

  1. Submit duly accomplished forms, plans and all required documents to the City Engineer’s Office, 4th Floor, City Hall Building for initial evaluation of basic requirements.

  2. Permit application will be endorsed by the said office to the Permits and License Division of the City Mayor’s Office for approval/disapproval of application, as mandated under Regulation Ordinance No 2013-330 of the Sangguniang Panlungsod of Iloilo

  3. If approved, and after verification and compliance of the basic requirements, have documents stamped “Received” by the said office for final and detailed technical evaluation and issuance of order of payment / billing statement

  4. After three (3) working days, secure the order of payments / billing statement together with the returned documents and plans if there are corrections to be made or complied after the final and detailed technical evaluation.

  5. Return corrected or complied documents and plans together with the Official Receipt (O.R.) to the said office for issuance of permit

  6. Receive issued documents and plans by the owner / applicant

 

 

Basic Requirements:

 

  1. Seven (7) sets of plans and duly accomplished application forms signed and sealed by duly registered Civil Engineer or Architect

  2. Three (3) copies of the following clearances:

    1. Barangay Clearance specifying purpose – for construction of signage / billboard

    2. Locational Clearance from Zoning

    3. Fire Safety Evaluation Clearance

  3. Primary line inspection report from the City Engineer’s Office assigned electrical inspector

  4. If proposed construction is within private property:

    1. Transfer Certificate of Title (TCT)

    2. Tax Declaration and current tax receipt

    3. If applicant is not the lot owner, submit either the following:

      • Consent or authority to construct from the lot owner

      • Contract of Lease

      • Memorandum of Agreement or Understanding

  5. For proposed structure facing a National Road – Department of Public Works and Highways (DPWH) Clearance

  6. Any other requirements or documents deemed necessary in support to the issuance of the permit

 

 

Note: Original O.R. of Signboard / Billboard Permit Fees payment with two (2) photocopies must be attached to the application forms prior to the issuance of the
